Ship does not depend on “Reviewer says looks good”. It depends on content-bound evidence:

RECEIPT  =  plan_hash + candidate_hash + verification + decision

The receipt and BRIDLE_CHECK are currently the most mature delivery mechanism. Live receipt shape is verified in bridle.
